What is phpmyadmin and Download phpmyadmin?

A set of PHP,-scripts to manage MySQL over the web. phpMyAdmin can manage a whole MySQL server (needs a super-user) as well as a single database. To accomplish the latter you'll need a properly set up MySQL user who can read/write only the desired database. It's up to you to look up the appropriate part in the MySQL manual.

Namespace: Namespaces are a way of avoiding name collisions between functionsand classes without using prefixes in naming conventions that make the names of your methods and classes unreadable. Now php is being used by some large application and sometime developer need to create too many class, In this case some time php stucked in PHP5, Best example is nusoap library integration. It can not be integrated because soapclient class is avalible with soap.dll.
